On a cloud server, yes — it is your machine and you have root over the whole thing. On the Linux platform and on a managed plan you get SSH, Git and cron rather than root, because the server is shared and we keep it patched. If your deploy needs root, the cloud range is the rung to take.
It depends on the rung. On a managed plan, yes — the account is provisioned with the application on it. On a Linux platform plan it is one click from your dashboard whenever you want it. On a cloud server, no, and we would rather say so: you get a clean machine with root, from a clean operating system or a ready Docker stack, and you install PHP, Composer and Laravel the way your application needs them. Choosing a profile records what the machine is for; it does not install software.

On a cloud server the machine and the network are ours, daily backups are one switch away, and the deploy is yours, which is what most teams shipping a Laravel application want.
