.NET is Microsoft's application platform, and the modern cross-platform version of it runs on Linux as a first-class target rather than as a port. C# applications — web APIs, server-rendered sites with ASP.NET, background services — are compiled and run on the same machine you would use for any other stack.
.NET is the natural choice for teams whose people already write C#, and for applications where a compiled, statically typed language earns its keep: line-of-business systems, financial and logistics software, and APIs under sustained load. It is also the practical route for moving an older Windows-hosted application onto Linux without rewriting it in another language.

On a cloud server, yes — it is your machine and you have root over the whole thing. On a managed plan you get SSH, Git and cron rather than root, because the server is shared and we keep it patched. If you need to choose the runtime version yourself, the cloud range is the rung to take.
On a managed plan, yes — the account is provisioned with the application on a platform that runs it. On a cloud server, no, and we would rather say so: you get a clean machine with root, built to the .NET Core profile, and you install the runtime or SDK your application targets. Choosing a profile records what the machine is for; it does not install software, and a .NET application is built against a specific version where the wrong choice is worse than none.
A managed plan runs in one of three data centres: London, Dallas or Singapore. A cloud server can be built in eight: Dallas, Los Angeles, Miami and Washington DC in North America; London, Frankfurt and Amsterdam in Europe; and Singapore in Asia. You pick the city when you order.

That is the choice the two rungs represent. On a managed plan we run the server and the platform — updates, caching, SSL, malware scanning and backups are ours. On a cloud server the machine, the network and the backups are ours and the runtime and the application are yours, which is what a team deploying a compiled application generally wants.
