Authentication
Send an API key as a bearer token. The key must carry the reseller.manage permission; a key without it is refused with 403, not 404.
Where your organisation id goes
This endpoint takes org_id as a query parameter. Leave it out and the call covers your whole tenancy subtree; send it to narrow the call to one organisation.
Your organisation id is on the API keys screen in your dashboard, beside the key itself. It is the same id in every call you make.

Details
**This starts charging VAT immediately.** There is no "record the number but do not charge yet" state: the registration row *is* the switch, so from `effective_from` your clients are charged at the rate for the supply and your number is printed on their invoices. The number is yours and the liability is yours — we do not hold it for approval. We check only that the value could be a VAT number at all; we do not verify it exists. Two registrations in force for one jurisdiction at once is a 422, because the rate charged would then depend on row order rather than on a decision — end the old one first. Requires `reseller.manage`.
