Abilities marked (Agency) need the Agency plan. AI writing abilities use your own AI provider key, set in the plugin; we never see it.

How an agent gets them

They appear on the same connection address the moment a Page Builder Sandwich Pro licence is active on the site: no new application password and no change in your AI app. On a site without the licence they are not offered to the agent at all, so it never tries one it cannot use. Each still checks the WordPress permission it names.
