POST /v1/sites/{siteId}/own-vps/quote
Build the one basket that moves a website onto the customer's own server.
Authentication
Send an API key as a bearer token. The key must carry the sites.view permission; a key without it is refused with 403, not 404.
This endpoint takes no organisation id. Your key already identifies the organisation it belongs to, and the response is scoped to it.

Details
Creates an OPEN basket with exactly one line — the server (compute_server, the chosen size and location, built from the fleet's worker image, marked with the site) — and returns it. Nothing is charged: the customer pays the basket (cart_id) through the ordinary checkout, which asks every rule again and refuses it while the move cannot be enrolled. Refused with 422 while the offer is off for the organization, or for any reason getSiteOwnVps names. Requires sites.view and billing.payment.manage.
