An order can sit paid-and-unissued indefinitely while nothing on our side looks wrong — the customer has been charged, no certificate exists, and no error was raised anywhere. Only the authority knows, and only this asks it. A screen that shows a certificate as "in progress" without calling this is showing a guess. Requires sites.view.
