Get a site's caching and acceleration settings.

The free server-side cache layers (LiteSpeed LSCache, Redis object cache) plus the AccelerateWP premium upsell and its trial state. The row is created on first read, so a site that has never been configured returns defaults rather than 404. Requires sites.view.
