Removes the cron job. Whatever it ran stops running, which is the point — a backup script or a queue worker the customer forgot about goes with it, so the client names the command back before calling. Scoped to the organisation and the site, so a task id belonging to another of the caller's own sites does not resolve here either. 404 for a site with no managed hosting package, and for an id that is not on it. Requires sites.view and sites.panel_access.
