Turn tiered caching on or off.

Gửi khóa API dưới dạng mã thông báo bearer. Khóa này phải có quyền hosting.cdn.manage; khóa không có quyền này sẽ bị từ chối với mã lỗi 403, không phải 404.

Refused **before** the provider is called when the zone's plan does not include it, because the provider's own refusal is a 4xx we cannot phrase usefully and a save button that produced it would look like our bug rather than their plan. Requires `hosting.cdn.manage`.
