POST `/v1/reseller/tax-registrations`

Add one of your VAT registrations.

أرسل مفتاح واجهة برمجة التطبيقات (API key) كرمز حامل (bearer token). يجب أن يحمل المفتاح إذن reseller.manage؛ والمفتاح الذي لا يملكه يُرفض بالرمز 403 وليس 404.

**This starts charging VAT immediately.** There is no "record the number but do not charge yet" state: the registration row *is* the switch, so from `effective_from` your clients are charged at the rate for the supply and your number is printed on their invoices. The number is yours and the liability is yours — we do not hold it for approval. We check only that the value could be a VAT number at all; we do not verify it exists. Two registrations in force for one jurisdiction at once is a 422, because the rate charged would then depend on row order rather than on a decision — end the old one first. Requires `reseller.manage`.
