Cancels the running work. The response reports the publication's state **after** the cancellation was requested, which may still be `published`: by the time a cancel arrives the bytes may already have landed, and reporting `cancelled` for a site that is live would send the customer looking for something they would then find. A publication that has already finished is refused with `already_finished`. Requires `hosting.deploy.manage`.
