POST `/v1/agency/boards/{boardId}/cards/{cardId}/move`

Move a card to a column and position.

⛔ The card's own `visibility` is untouched. Moving a shared card into an internal column hides it (the AND), and moving it back reveals exactly what it was — the decision about *this card* survives a change to the *pipeline*.
