Returns every active product line (Footprint-Free, Mainstream, …) with its marketing feature list and the entitlement grants shared by every plan in the line. **Public** — prices and product definitions are public marketing data (docs/35 #19). Cacheable: the response carries a strong `ETag` and `Cache-Control: public, max-age=60`; send `If-None-Match` for a `304`.
