POST /v1/transfers/{transferId}/decline
Decline an incoming site transfer.
Doğrulama
API açarını bearer token kimi göndərin. Açar sites.view icazəsinə malik olmalıdır; bu icazəsi olmayan açar 404 deyil, 403 xətası ilə rədd edilir.

Refuses the offer. Nothing moves and the sender keeps the site. The row is kept rather than deleted, so both parties can see what happened. `409` when the offer was already decided. Requires `sites.view` **and** `sites.transfer`.
