GET /v1/compute/catalogue answers "what can I build in this data centre" — a property of the location. This answers "what may THIS machine become", which is not the same question at every provider: some return only the variants inside the machine's current pricing tier and refuse a Linux↔Windows switch, so two identical-looking machines in one zone can differ. ⛔ Falls back to the provider's list where a provider has no per-machine answer, so an empty result means this machine cannot be rebuilt, never we did not ask. Requires sites.view.
