A line that is off cannot be bought by your clients through any route — it is hidden from their catalogue and refused at the basket, not merely unadvertised. Clients already on a plan in that line keep it and keep renewing; only new orders are refused. You cannot turn off every line at once — ask us to pause your programme instead. Requires `reseller.manage`.
