Running an unknown hook fails with the scheduler's own words, which we would surface as "we could not run it" — true, unactionable, and indistinguishable from a real failure. Naming it back is the difference, so a hook that has since disappeared is a refusal that says so. ⛔ This addresses **one named hook**, never "everything currently due". A button labelled with one task's name must not have the blast radius of the whole queue. Refused where `wp_cron` is `false`. Requires `sites.view` and `sites.panel_access`.
