empty when the site has nothing to serve — on our own servers, no index.php, index.html or index.htm in its document root; on an edge host, no deployment that went live. present when it has content, and unknown when the server could not be asked, which a client must never render as empty. Content uploaded by FTP, SSH or an import counts, because the server is asked rather than the deploy history. An empty site's own domain serves a holding page to visitors until something is published. Not polled: the answer is reused for two minutes. Requires sites.view.
