Asks the registrar for the account's current domain list and reconciles it: new domains appear, changed ones are updated, and domains the account no longer lists are retired. ⛔ retired is reported rather than swallowed. A refresh that retires forty domains is either a transfer the customer made or a key that has lost access, and both need saying out loud. ⛔ A registrar that refuses answers 200 with refused set, not a 5xx. The customer's own key or their registrar declined — that is an answer they can act on, and an error status makes the client render an anonymous failure where a specific, fixable sentence belongs. When refused is set every count is 0 and nothing was retired: a vendor outage is not a portfolio change. Spends the customer's own vendor quota, so it requires connections.manage.
