Deletes the secret from Vault and marks the row revoked. The row is kept, because metered usage points at it. ⛔ The row is revoked even if the Vault delete fails: every read path filters on the revocation, so a key we cannot delete is still a key we will never use again — whereas a failed revoke that left the row live would keep charging the customer's provider account after they asked us to stop. Requires billing.payment.manage.
