It exists because the create-site form needs the application list at the one moment no site — and therefore no hosting package — exists to read it from. Scoped by `product_line`, and that narrowing is the point: the footprint-free line deliberately offers a narrower set than mainstream. A missing or unknown `product_line` answers an **empty list**, never everything — an unfiltered fallback would show a footprint-free customer the helpdesks and CRMs that line exists to keep off their sites.
